Concern for humans hadn’t stopped Galactic from draining the oceans, recycling the cities, and making a mess of the place, but it made it hard to leave. After all, the humans who had survived had only done so by evolving to feed off the radiation emitted by Galactic’s patented planet drills. If they stopped drilling, the humans would starve.
